ACTIVE MEMBERSHIP
Co- operative Governance is through democratic elections – on, one member one vote principle.
Unfortunately, the general elections over six decades have created and strengthened unhealthy voting
patterns. They have gradually infiltrated the co-operative elections. The political nexus has worsened
the situation and destroyed many co-op. set-ups. Those who have minimum stake in the society and
therefore are indifferent to the interest of the society, cast their votes on wrong lines.
Active Membership concept implies membership to those who are interested in the well-being of
the society because they are associated with the business of the society, have sufficient financial
stake in the society. To put this concept into practice in co- operative banks, the Task Force on
Co-op. Urban Bank (TAFCUB) set up under State Govt. MoU with RBI, was entrusted with the task of
deciding the “Thresh-hold Limit” of deposit amount, on the crossing of which the depositor
would automatically become a member. This has not been done.
Shahar Sahakari Bank has taken the initiative, perhaps a pioneering effort in this direction
by making 676 new members who are having savings accounts continuously for the last 7 years and
maintaining a average minimum daily balance of Rs. 10,000 for the last 4 years.
Not that it will transform the whole scenario but it is a first step in proper direction, which should motivate others.
